Lower Resist is a Necromancer skill from the Curses tree, available from character level 30. It first needs a point in 
Life Tap and 
Decrepify.

Lower Resist Against Immune Monsters
Lower Resist lowers fire, cold, lightning and poison resistance, but against an immune monster (resistance of 100% or more) only a fifth of it applies. The immunity breaks once the resistance drops below 100%: level 20 Lower Resist (-62%) takes a monster with 120% fire resistance down by only 12%, to 108%. Monsters that aren't immune get the full reduction. Only a fifth also applies after a Sunder Charm has broken the immunity.
