Hephasto The Armorer
Hephasto The Armorer is a Super Unique found in River of Flame. It never spawns with minions and always has the Spectral Hit and Aura Enchanted modifiers.
He can be found in the River of Flame in Act 4. He protects the Hellforge and drops the 
Hell Forge Hammer, used to destroy 
Mephisto's Soulstone and complete the 
Hell's Forge quest.

Its numbers are those of its monster with the super unique bonuses on top: 3 levels higher (in Nightmare and Hell above its area), +300% / +200% / +100% life in Normal / Nightmare / Hell, +100% attack rating and more elemental damage.
