TERROR ZONES NOT WORKING?

I created a char with all quests made and the Terror Zone is not active.

I unmarked the hell ball quest and did it in game and nothing happened. Is a known issue?

I resolved it by editing a char that I created in D2R

If you create your char from this site, the Terror Zones won't work.
